The delegation of Uzbekistan and the company of the Kingdom of Saudi Arabia "ACWA Power" signed an Agreement "On the implementation of a wind power plant project."On May 3 of this year, negotiations were held between the Delegation of Uzbekistan headed by Deputy Prime Minister, Minister of Investments and Foreign Trade of the Republic of Uzbekistan Sardor Umurzakov and the Ministry of Energy.During the dialogue, the parties came to an agreement on the construction of a wind farm with a capacity of 1,500 MW, which will be considered as the largest wind farm in the Central Asia and one of the largest in the world.The project is expected to meet the electricity demand of about 4 million households and offset about 2.5 million tons of carbon dioxide per year that will directly contribute to the Government's goals of significantly increasing electricity generation using renewable energy sources to meet growing demand.The project is aimed at supporting the efforts of the government of Uzbekistan to expand the country's energy balance in accordance with the ongoing strategic reforms in the energy sector.Additionally, ACWA Power is also an investor in two wind power projects in Bukhara and Navoi, with a combined power generation capacity of 1000 MW. Thus, Power Purchase Agreements (PPAs) and investment agreements were signed.Besides, the Saudi company is implementing a project in the Syrdarya to build a highly efficient gas-fired power plant with a capacity of 1,500 MW.

A solar power station with a capacity of 200 kW has been launched at the State Assets Management Agency
This solar power station generates more than 480,000 kWh of electricity per year and fully supplies the Agency's building with electricity during the daytime. For this purpose, 408 solar panels and 6 solar water heaters for 200 liters were installed. At the same time, the possibility of transferring surplus electricity to the regional power plants was created.
The station was implemented in execution of task of videoconference meeting on expansion of use of renewable energy sources chaired by the President of the Republic of Uzbekistan.
Additionally, it is worth noting that 286 energy-saving lamps were installed in the hallways, stairwells and sanitary facilities of the Agency building, working with 107 sensor motion detectors.

Energy Efficient and Low Carbon Technologies in Building Design
Tashkent, Uzbekistan (UzDaily.com) -- Tashkent hosted a conference on the topic "Introduction of energy efficient and low-carbon technologies in building design". The event was organized by the Urban Planning Wave association under the Yuksalish Nationwide Movement with the financial support of Hisense HVAC.
The conference at one site brought together about a hundred representatives of the architectural and construction industry, parliament, business associations, international organizations, students of specialized universities, and experts.
As noted, the topic of green building, ecology, green areas and sustainable urban development is acute in our time. Faced with the growing threat of global climate change, the depletion of natural resources and the collapse of the global ecosystem, the global construction industry in particular is currently undergoing an unprecedented test of strength.
According to the forecasts of the Strategy and Research Department of RB Asia, by 2030 the size of the energy market in Uzbekistan will almost double. As for the growth rate, the volume of electricity production in the country over the past ten years has grown by 24 percent, compared to 2017, production increased by 3.6 percent. According to approximate estimates of experts, the shortage of electricity in the republic is 14 percent, as a result of which part of the population experiences a shortage of it.
According to the World Bank, the buildings sector accounts for 50 percent of total final energy consumption. For heating - about 70 percent of all energy consumption in district hospitals, 84 - in preschool organizations, 88 - in rural clinics and 97 - in schools. Accelerated industrialization and stable population growth significantly increase the economy’s need for energy resources, as well as increase the negative anthropogenic impact on the environment.
The conference addressed issues of energy efficiency in the design and installation of ventilation and air conditioning systems, the impact of climate change on the design of buildings and structures, especially in dry and hot climates, as well as mechanisms for financing small businesses to introduce green technologies.
In addition, the interim results of a UNDP project aimed at transitioning Uzbekistan’s rapidly developing rural housing sector to a more sustainable development path, reducing associated greenhouse gas emissions, were presented.
Thus, in 2019, in five regions of the republic, based on the proposals of the Qishloq Qurilish Loyiha Design Institute, 21 rural houses were built on the basis of standard projects. This spring, in the Yoshlik mahalla of the city of Nurafshon, Tashkent region, the first demonstration house in Uzbekistan was built at the expense of UNDP and GEF, which consumes a small amount of energy, produces it itself, and is provided with hot water and does not lose heat. It is so modernized and well-designed that it is able to provide the needs of residents with alternative electricity and, accordingly, all the benefits associated with its use.
According to the participants, it is necessary to pay great attention to the conservation of energy and other resources in Uzbekistan. This is dictated by the environmental situation in the country and the world. Of course, energy efficient solutions are not always cheaper than traditional technologies, but they pay off in the long run, make businesses more resilient to crisis situations, and sometimes they are the only reasonable solution, for example, in rural areas. It is important that energy saving and environmental protection are seen as a serious competitive advantage in the market.

Proposals for selection of investors for construction of 3 solar PV plants in
Ministry of Energy 11 November 2022 – In response to the Request for Proposal (RFP), announced on July 7, 2022, to select independent power producers for the construction and operation of 3 solar PV plants of 500 MW total, the Ministry of Energy has received Proposals from the 4 Prequalified Bidders.
The Proposals were received for the construction and operation of photovoltaic plants in Bukhara, Namangan and Khorezm regions. The project scope includes designing, financing, operating, maintaining, and transferring or dismantling of the PV plants. For Bukhara, the Prequalified Bidders will submit proposals for the battery energy storage system (BESS) of 63 MW/125 MWh.
The tender contest is designed such that a Winning Bidder of the largest project will not be allowed to bid for the other two, and the same rule applies in bidding for the next two sites.
The Prequalified Bidders are (in alphabetical order):
1. Abu Dhabi Future Energy Company PJSC – Masdar (UAE) – for 3 solar PV plants.
2. Alarko Holding AS (Turkey) – for Namangan and Khorezm solar PV plants.
3. GD Power – Powerchina Consortium (China) – for 3 solar PV plants.
4. Voltalia SA (France) – for Khorezm solar PV plant.
After evaluating all Proposals, the Tender Commission will invite passed the Prequalified Bidders for the Opening ceremony of the Financial Proposals.

Saudi Arabia, Uzbekistan bolster ties with 10 investment deals worth $12bn
JEDDAH: Saudi Arabia and Uzbekistan have signed over 10 investment agreements, worth over SR45 billion ($12 billion), during a meeting of the Saudi-Uzbek Business Council in Jeddah on Wednesday.
The agreements cover various sectors and include a number of deals between the Ministry of Investment and Foreign Trade of the Republic of Uzbekistan, the Ministry of Energy of the Republic of Uzbekistan, and ACWA Power, a developer, investor, co-owner and operator of a portfolio of power generation and desalinated water production plants.
“Over 10 agreements were signed between the Kingdom and Uzbekistan in several sectors, with a value exceeding SR45 billion,” Saudi Minister of Investment Khalid Al-Falih said.
In a bourse filing, ACWA Power said it will sign a $2.4 billion deal with the government of Uzbekistan for a 1,500 MW wind project.
To be located in Karakalpakstan, Uzbekistan, the facility seeks to power 1.65 million households and offset 2.4 million tons of carbon emissions per year.
Expected to achieve a financial close by the end of 2023, the project is likely to be fully commissioned by the first quarter of 2026.
Speaking at the council’s 4th meeting, Al-Falih stressed the need for a direct import and export relationship between the Kingdom and Uzbekistan, as most of the trade between the two countries is happening through Turkey and the UAE.
He said Uzbekistan is a huge player in agriculture, real estate, hospitality, and human resources.
“We want to make this relationship one of the most important for Saudi Arabia. We are here to facilitate. We are here to serve,” said Al-Falih.
Al-Falih added that the relationship between Saudi Arabia and Uzbekistan has reached new heights with the involvement of ACWA Power.
He further added that Uzbekistan is a country full of opportunities, and ACWA Power is a firm that is exploring new horizons.
Jamshid Khodjaev, Uzbekistan’s deputy prime minister, and the minister of investments and foreign trade, said that Saudi Arabia is on a path of transformation, and the Kingdom is now a very dynamic and developed country.
He lauded ACWA Power and said that the firm is one of the best in the world. He further noted that Uzbekistan and Saudi Arabia are reliable partners, and made it clear that the country is committed to a long-term relationship with the Kingdom.
The mutual trade between Saudi Arabia and the Republic of Uzbekistan reached $95 million in the first half of 2022, a substantial increase considering that bilateral trade barely exceeded $17 million last year.
According to a joint news statement, the value is expected to grow rapidly by the end of 2022. The numbers assume significance in the aftermath of the pandemic.
In fact, the number of Uzbek companies running on Saudi funds increased from about nine to 38 in the last five years. Of the 38, 19 are sole proprietors, and the rest are joint ventures. The Kingdom has become one of the largest foreign investors in energy infrastructure and one of Uzbekistan’s most significant developers of green energy projects.
ACWA Power also signed an agreement to establish the 100MW Nokus wind farm project, the first renewable energy project to be implemented in partnership with Uzbekistan’s public and private sectors.
The power-generating company also won a $108 million wind contract after proposing a tariff of 2.56 cents per kilowatt-hour, the lowest in Uzbekistan.
Additionally, the Ministry of Energy of Uzbekistan signed a 25-year power purchase agreement with ACWA Power to establish a combined-cycle gas turbine power plant in Shirin, located in Syrdarya, Uzbekistan. The deal amounts to $1.2 billion.
According to the statement, these projects will contribute to achieving Uzbekistan’s national goal of raising the total renewable energy generation capacity to 30 percent by 2030.
Moreover, the Saudi Fund for Development has contributed to the implementation of many projects in Uzbekistan, including funding the Samarkand-Gozar Road project, with a total value of $30 million.
The fund also contributed to 20 projects in the republic, including building pumping stations and other projects involving sewage, chemicals, mining, building materials, water and agriculture.

Germany to spend 8mn euros to help Aral Sea region develop
Germany is to spend 8mn euros towards a project to develop the Aral Sea region, Uzbek Agriculture Ministry said on February 27.
Agriculture Minister Jamshid Hodjaev and the project manager of the German Society for International Cooperation (GIZ), Paul Schumacher, have inked an agreement on the implementation of the project "Environmentally Oriented Regional development in the Aral Sea Region", aimed at supporting the governments of Uzbekistan and Kazakhstan in achieving sustainable cross-border environmental and economic development of the region.
Hodjaev said the concept of the new project corresponds to the key priorities of the "Strategy for the Development of Agriculture until 2030", including "Food security of the population" and "Rural Development", and also reflects the UN Sustainable Development Goals.
"The rural population engaged in the agricultural sector of Karakalpakstan and Khorezm region suffers greatly from the consequences of the Aral Sea disaster," Hodjaev said. "Therefore, environmentally oriented regional development in the Aral Sea region is very important for us. The main components of the new project are the provision of consulting services, digitalization, geoinformation system, remote sensing, cross-border cooperation, and others. We are also open to sharing information with our neighbors from Kazakhstan. I am confident that this project and our own development plans will enable us all to achieve strong synergies and results."
The four-year project is to be implemented on the basis of an integrated approach to economic development, taking into account the minimization of the negative impact on environmental and social aspects.

Tashkent to introduce separate garbage collection system
In 2022, a garbage sorting system will be introduced into all houses of the private sector in Tashkent. Further, in 2023 there will be a separate collection of household waste in all districts.
Tashkent is planning to apply a system of garbage splitting, a method widely applied throughout the world. The system is to be introduced in 24 neighbourhoods by the end of this year. Moreover, families who will sort waste into organic, recyclable and non-recyclable will receive an incentive in the form of a reduction in the rate for waste collection.
Colored bags will be distributed to each family. Thus, in yellow it is necessary to collect recyclable waste, in green organic waste, and in gray non-recyclable waste.
Garbage trucks will come to the neighbourhoods with stickers of the same colors twice a week. In total, “Makhsustrans” purchased 59 vehicles using grant funds from the Asian Development Bank.

Certification of environmentally hazardous products to become compulsory
The import and export of environmentally hazardous products and waste to Uzbekistan will now be carried out on the basis of an environmental certificate. The relevant resolution was adopted by the government.To obtain a certificate, the applicant must apply through the customs information system "Single Window" or directly to the environmental certification body in the system of the State Committee for Ecology.
The environmental certification body analyzes the submitted documents within one working day and, if the submitted documents are complete, makes a decision on certification of environmentally hazardous products and waste.
The new procedure comes into force on May 1, 2021.

Makro plans to build network of electric vehicle charging stations in Uzbekistan
Makro grocery chain is planning to build 30 electric vehicle charging stations across the country. This was reported by ISN Magazine, Makro confirmed the information.
The company decided to build the network following the pilot project’s success – in November, the city’s first multi-socket station for electric vehicles was installed in the Makro Ecopark parking lot in Tashkent.
Makro has now signed a contract for the supply of 30 AC, CCS and CHAdeMO charging stations – 20 in the first phase, 10 in the second. All of them will be located at the chain’s supermarkets not only in Tashkent but also in other cities.
“We are proud to be the first retailer in the country to install an EV charging station, and the expansion of the network is the logical next step,” said Roman Sayfulin, chief executive at Makro.
He noted that the company takes its commitment to the environment seriously and is always pleased to share new technology with its customers.
Sayfulin said he is excited about the prospect. “Like many countries, Uzbekistan has struggled with air pollution. As a father, the introduction of electric vehicle technology makes me optimistic that my kids will grow up with cleaner air.”
He expects the localization will enable companies like his to convert their fleets to zero-emission alternatives.

Narzullo Oblomuradov has been elected Chairman of the Ecological Party of Uzbekistan.
He replaced Komiljon Tojiboev, who worked only for two months – since November 2020 – as the head of the Party.Prior to his appointment, Oblomurodov had worked as the first deputy chairman of the State Committee on Ecology and Environmental Protection. Before that, he headed the department for monitoring and coordinating the activities of the People’s Reception Office at the presidential administration.

A draft resolution of the Cabinet of Ministers “On measures to cover part of the costs of producers in agriculture for the introduction of water-saving technologies” published for discussion
In order to ensure the implementation of the Resolution of the President of the Republic of Uzbekistan from 11 December 2020 “On measures to further accelerate the organization of the introduction of water-saving technologies in agriculture”, a draft resolution of the Cabinet of Ministers of the Republic of Uzbekistan has been prepared.
It is envisaged to invalidate a number of Decrees of the Government of the Republic of Uzbekistan, including the Regulation on the procedure for reimbursing part of the costs of producers in agriculture for the introduction of water-saving technologies;
It is planned to approve the standard composition of the regional working commission for the allocation of subsidies to cover part of the costs of introducing water-saving technologies for growing crops;
The document will also approve amendments to the regulation on the fund for the development of gardening and greenhouse facilities under the agency for the development of gardening and greenhouse facilities under the Ministry of Agriculture of the Republic of Uzbekistan, approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated June 11, 2019 No. 481;
The draft resolution establishes the procedure for allocating subsidies to agricultural producers in order to cover part of the costs incurred when introducing water-saving technologies for growing agricultural products.
At the same time, subsidies are allocated from the State Budget, the Horticulture and Greenhouse Development Fund of the Agency for the Development of Horticulture and Greenhouse Economy under the Ministry of Agriculture of the Republic of Uzbekistan, as well as the Wine Development Fund of the Agency for the Regulation of the Alcohol and Tobacco Market and the Development of Winemaking.

Uzbekistan plans to extend moratorium on tree-cutting
Uzbekistan plans to extend the moratorium on cutting down valuable trees and shrubs until the end of 2021. This follows from the draft 2021 State Programme, which was published for public discussion.
The draft proposes introducing compensation for each felled tree. Thus, a person who violates the moratorium and cuts shrubs will have to plant ten large seedlings. The seedlings must be at least 5 years old and at least 2 meters high.
For illegally tree-cuts, it is proposed to plant 100 seedlings.

A wind power plant with a capacity of 500 MW will be built in the Navoi region. As the resolution states, an agreement on this was signed between the government of the Republic, the Ministry of Investments and Foreign Trade, Abu Dhabi Future Energy Company – Masdar (UAE) (investor) and Shamol Zarafshan Energy (project company), Spot writes.According to the decree, JSC National Electric Networks of Uzbekistan will purchase electricity from the project company at a fixed rate denominated in foreign currency.
Shamol Zarafshan Energy will provide a bank guarantee for the fulfillment of its obligations in the amount of $35 million, as well as build and donate to JSC National Electric Networks of Uzbekistan a step-up substation of the wind farm after its commissioning.
According to the agreement, the company will:
• attract more than $600 million in foreign direct investment;
• diversify and strengthen the energy balance of the republic due to available electricity in the amount of 1.9 GWh per year (equivalent to the consumption of more than 500 thousand households);
• reduce the volume of used natural gas (up to 175 million cubic meters per year) and redirect them to other needs,
• reduce carbon dioxide emissions into the atmosphere (by 1.1 million tons per year).Previously, it was reported that Emirati Masdar will also build a private solar power plant in the Navoi region in 2021.

Finance giants unite to help Uzbekistan implement green projects
The EBRD is providing an equity bridge loan of up to $60mn to Nur Navoi Solar Holding for the construction and operation of the plant. The loan will allow the project investors Masdar, owned by Mubadala Investment Company, a global investment holding established and fully owned by the Government of Abu Dhabi, to borrow the amount of equity it is putting into the project.The European Bank for Reconstruction and Development (EBRD) announced on Wednesday its intention to finance a 100 MW solar photovoltaic plant in the Navoi region of Uzbekistan. It will be one of the first two privately owned renewable energy projects in the country.
The EBRD is providing an equity bridge loan of up to $60mn to Nur Navoi Solar Holding for the construction and operation of the plant. The loan will allow the project investors Masdar, owned by Mubadala Investment Company, a global investment holding established and fully owned by the Government of Abu Dhabi, to borrow the amount of equity it is putting into the project.
“This innovative financial structure is currently not available from international or domestic lenders in Uzbekistan. It will be complemented by a financial package of up to $60mn arranged by the International Finance Corporation (IFC) and the Asia Development Bank (ADB). The financing package includes senior loan of up to a $20mn from IFC’s own account, financing of up to $20mn from Canada-IFC Blended Climate Finance Program and a loan of up to $20mn from the ADB. IFC will also provide up to $1mn in interest rate swaps”, EBRD said in its press release.
Another huge project was announced by The World Bank Group. Loans and insurance agreements signed between The World Bank Group, Abu Dhabi Future Energy Company - Masdar, and the Asian Development Bank aim to finance the construction of the country's first 100-megawatt solar photovoltaic station.
The International Finance Corporation and ADB are expected to spend up to $60mn to finance this project. The World Bank intends to provide a $5.1mn bank guarantee to the government of Uzbekistan. It will be used to secure the financial obligations of the National Electric Grids of Uzbekistan under the electricity purchase agreement signed with Masdar to cover the risk of non-payment for the supplied electricity.
It is planned that 300 thousand photovoltaic panels of the power plant, located on a site of 268 hectares, 35 km east of the city of Navoi, will begin to supply the generated energy to the electrical networks of Uzbekistan in 2021. The plant will annually produce 270 gigawatt-hours of electricity from solar energy per year, which is enough to supply more than 31,000 households with electricity. In addition, its operation would prevent the emission of 156 thousand metric tons of greenhouse gases per year.

Tashkent to update its waste management system
Reduced tariffs for waste disposal will be established, taking into account waste sorted by consumers. The share of the private sector will be brought to 50% by the end of 2022. And the level of solid waste processing will be increased from 8% to 30%.
Tashkent with a population of around two million five hundred thousand residents is the most populous city in Central Asia. According to Sherzod Kattakhudjayev, Deputy Director-General of SUE “Makhsustrans”, the capital produces about 2 thousand tons of waste per day what strengthens the demand for active measures to update waste recycling systems in the city’s mahallas and districts.A new waste collection system coordinated in private-public partnership will be gradually applied from March the 1st, 2021, and carried out in three phases. The first stage will be implemented in the city’s mahallas, where the garbage for disposal will be separated into recyclable and non-recyclable waste, as the consumers will be provided with free colored containers. The list of items will be determined by the city councils. The second stage is set to begin in 2022.
It is planned to collect solid household waste in individual residential sectors of all territories served by state unitary enterprise.
And finally, the third stage is to start in 2023. The waste collection will be implemented in city districts with a variety of solutions for recycling items categorized as “recyclable”, “non-recyclable”, “organic” and others.

A program to optimize energy consumption for heating and cooling needs is approved through the introduction of energy-efficient technologies
A draft resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On approval of a target program for the installation of energy-efficient solar systems to increase thermal protection of buildings in all regions of the republic and heating water in boiler rooms of the republic in 2020 –2022" was published for discussion.
The document also approves a program to optimize energy consumption in multi-storey residential buildings for heating and cooling needs in all regions of the republic by increasing thermal protection of buildings, introducing energy efficient technologies, and installing renewable energy sources in 2020–2022. In addition, it is envisaged to approve a program for the installation of energy-efficient solar systems for heating water in boiler houses of the republic.
The draft document stipulates joint provision by the Ministry of Housing and Communal Services and the Ministry of Energy of the Republic of Uzbekistan:
- development of standard projects to improve the thermal protection of multi-storey residential buildings for the introduction of equipment for energy-saving technologies, including renewable energy sources;
- development of design estimates for the installation in 2021–2022 of energy efficient solar systems for heating water in boiler houses;
- it is also envisaged to ensure the examination of standard projects and design estimates for facilities.

Japanese company intends to implement wastewater treatment joint project in Uzbekistan
Ambassador of Uzbekistan to Japan Gayrat Fazilov has met with the Chairman of the Board of Directors of Terao Litech Co. Ltd. Shinobu Terao to discuss the prospects for establishing investment cooperation.
The Japanese side was provided with information on large-scale reforms being carried out in Uzbekistan, as well as the trade-economic, investment potential of the country, the conditions created for doing business.
Shinobu Terao expressed interest in developing cooperation and proposed to implement a joint project for construction of mobile treatment facilities for processing domestic and industrial wastewater in Uzbekistan.
The parties agreed to consider the possibility of implementing a demonstration project in Surkhandarya region. The Japanese side will start developing the concept of the project. The Uzbek side, in turn, will provide the necessary data for this.

Prospects for processing industrial waste discussed with a South Korean company
Embassy of Uzbekistan in the Republic of Korea organized virtual talks between the Chairman of the Board of JSC Uzkimyosanoat, J. Mirzamakhmudov, and the CEO of KC Green Materials, Park Kisuh.
The parties discussed the issues of attracting innovative solutions of the South Korean company in the processing of hydro waste from the hydro dump of Angren coal mine, as well as waste (coal ash) of Angren TPP to develop the production of environmentally friendly products with high added value.
The head of the South Korean company expressed his readiness to attract experienced specialists from companies belonging to KC Green Holdings Group, as well as experts from leading research institutes of South Korea to develop specific proposals. He emphasized the prospects of the proposal of JSC Uzkimyosanoat for processing hydro waste, taking into account the high proportion of organic carbon in their composition.
Following the negotiations, an agreement was reached to provide KC Green Materials with samples of hydro waste and coal ash, detailed information for further analysis and study, as well as holding regular negotiations via videoconference at the end of August.
