The Ministry of Transport clarified the procedure for distributing permits for international carriers
The Ministry of Transport explained the procedure for distributing foreign permits for international road transport, the operation of the rating system and the transition to the electronic E-Permit format.
The distribution of foreign and multilateral permits is carried out according to the rules approved by Resolution of the Cabinet of Ministers No. 114 of March 25, 2026. Carriers reserve permits and submit applications through an electronic information system.
The number of some permits is limited by international agreements. Therefore, when distributing them, the rating of carriers is taken into account, which is calculated according to established criteria.
The Ministry of Transport emphasized that this rating is generated automatically. Officials cannot manually increase or decrease the rating of a specific carrier or change it based on a separate request.
The department noted that the rating system was not created to limit the work of small or individual carriers. Its task is to distribute scarce permits according to uniform and transparent rules, taking into account the real performance indicators of each company.
What they say about the illegal sale of permits
Separately, the Ministry of Transport focused on the issue of illegal transfer or sale of permits.
Resolution of the Cabinet of Ministers No. 114 provides for restrictions and measures for the transfer of permit forms to another carrier, their sale or use in violation of the established procedure.
The department called for specific data on cases of illegal sale of permits, their transfer to other persons, or the possible involvement of officials in this. They promise to consider each such case separately.
At the same time, the transfer of permits into electronic format should reduce the influence of the human factor, ensure control over their movement and reduce the risks of illegal trafficking.
When will E-Permit work with Russia and Belarus?
Another issue concerns the transition from paper permits to electronic ones.
Uzbekistan is gradually expanding the E-Permit system for international road transport. Currently, electronic permits are exchanged with Kazakhstan, Kyrgyzstan, China, Turkey, Azerbaijan and Georgia. Thus, the system already works with seven states.
The next stage will be the transition to electronic exchange of permits with Russia and Belarus. The Ministry of Transport plans to introduce these systems by the end of 2026.
However, it is impossible to do this unilaterally. To switch to E-Permit, it is necessary to conclude agreements between the competent authorities of the two countries, integrate information systems, test electronic data exchange and ensure mutual recognition of electronic permits.
Therefore, the use of paper permits with Russia does not yet mean that digitalization in this area is not underway.
Why Chinese Permit May Go Unused
Separately, the Ministry of Transport explained the situation with permits for transportation to China.
Sometimes a resolution is actually used, but the system continues to show it as “unused.” Because of this, the carrier cannot issue a subsequent permit for the same vehicle.
The reason is related to the procedure for confirming the use of permission.
After passing customs control, the driver must present the shipping documents to the transport control inspector. After checking them, the inspector confirms the use of the permit and changes its status in the system to “used.”
Only after this does it become possible to obtain a new permit for the same vehicle.
In practice, however, some drivers, after passing through customs, immediately continue driving and leave the border area without handing over their documents to the inspector.
As a result, the permission has actually already been used, but remains in the “unused” status in the system. The system automatically blocks the issuance of the next permit for this vehicle.
The Ministry of Transport emphasized that this restriction is not artificial.
It is necessary to ensure that several valid permits are not issued for one vehicle at the same time, as well as to correctly record their use.
Therefore, drivers must promptly provide shipping documents to the transport control inspector and complete the procedure for confirming the use of the permit.
Where can I find information about permissions?
The Ministry of Transport also reported that information on the distribution of permits is available to carriers.
Based on the results of each quarter, the department publishes statistics on the number of foreign and multilateral permits received, allocated and used.
In addition, through the automated information system “E-Avtoruxsatnoma”, carriers can find out how many permits are available for a particular country and type of permit, as well as how many of them are currently reserved by other carriers.
Thus, even before submitting an application, the carrier can check the current number of available permits and their reservation.
In the Ministry of Transportthinkthat electronic booking and submission of applications, as well as recording the movement of permits in the system, can reduce the human factor and make the process of their distribution more transparent.
